Typically more than 30% of projects fail outright and are canceled, while a significant percentage of the remainder struggles to completion with time or budget overruns of nearly 100% . On the other hand, world-class organizations with well trained and experienced PPM staff, complete nearly 90% of their projects within 10% of budget and time estimates.
71% of Heads of Centres of Excellence were fairly or very concerned about a lack of skills and proven approach to project management and risk management in their departments. 53% of Senior Responsible Owners of mission critical and high risk programmes and projects are in their first SRO role and some 13-23% of SROs had not used relevant OGC guidance.
A quick web search identifies sound advice from the National Audit Office and the Office of Government Commerce in why projects and programmes fail. One of the key factors in successful project or programme case studies is the building of capacity and capability. The Government PPM specialism supports staff that want to make PPM their career but at 2300 there are still too few experienced project and programme managers in government today.
